Wellesley High School Project Update

It has been almost three months since our last newsletter and we are pleased to report a great amount of progress on the High School Building Project.

The major milestones and status are provided below. We have prepared a Joint Interim Report on the High School (in the Advisory Report to Town Meeting, see page 93) which provides further details. Lastly, the SBC webpage on the Town website is regularly updated with the latest news, upcoming meetings and information.

Turner as Construction Manager

On February 19th, the Permanent Building Committee (PBC) voted to begin contract negotiations with the top-rated firm, Turner Construction Company, for Construction Manager and negotiations continue. Turner has an outstanding onsite team and the Project Executive comes with excellent credentials and experience. Turner's reputation is expected to increase the number of qualified applicants in sub-trade categories. Turner will be hired under the Construction Manager at Risk (CM at-Risk) delivery method pending contract finalization.

CM at-Risk is a delivery method which entails a commitment by the construction manager to deliver the project within a guaranteed maximum price. The construction manager acts as consultant to the owner in the design development and construction document phases, but as the equivalent of a general contractor during the construction phase.


Construction Management Plan

Turner will be working with the PBC, the project manager (Ryegate), and the architects, SMMA, to develop the Construction Management Plan which is anticipated to be submitted to the Zoning Board of Appeals (ZBA) in April.

Turner will also be meeting with neighbors of the High School Site on March 25 at 7:30 pm in Town Hall to review the plan and construction logistics.


Permitting Progress

Multiple permitting processes are underway and progress has been significant. The complete high school Permitting Calendar is posted on the Town website.

  • Project of Significant Impact (PSI) Application has been filed, which involves off-site municipal impacts. The Planning Board has held three public hearings on the PSI to date.
  • The Design Review Board (DRB) has been reviewing the exterior plans (see below). A final report from the DRB is due shortly.
  • Wetlands Protection Committee applications are under review; the WPC has held public hearings on the applications, with one more scheduled.
  • Site Plan Review application will be submitted to the Zoning Board of Appeals upon completion of the permitting process above.
We anticipate the permitting process to continue through the spring with construction of the offsite parking lots to commence in the summer.


Permitting Progress

The Exteriors Working Group has made significant progress on the exterior design and will continue to refine the design over the coming weeks.

The Historical Preservation Working Group has developed a number of ideas to connect the WHS past with the new WHS. As a starting point, they have compiled an inventory of items to preserve and bring over to the new building.

Annual Town Meeting

A short presentation on the High School Building Project will be made at the Annual Town Meeting which begins March 30th.
