Chairman Jean Berry called the meeting to order at 6:45 pm.

Front porch reconstruction

Mr. William Lockhart has appeared before the Historic District Commission on October 18, 2005 and has returned to the February 7, 2006 meeting. Mr. Lockhart is requesting a Certificate of Appropriateness for the reconstruction of an existing 5’5” x 4’8” platform, handrails and two 6” x 6” columns at 30 Cottage Street.

At the October 18, 2005 meeting Mr. Lockhart stated the front porch is completely rotted. The original columns were made from a solid piece of wood and the proposed Bosco box columns are hollow with additional exterior details. The Commission asked if the original columns could be saved. Mr. Lockhart felt the rot was too substantial to save the columns.  Ms. Berry questioned if the columns could be replicated. Mr. Lockhart noted the existing columns are chamfered and the depth of the proposed columns would prevent chamfering.

The Commission was concerned over the proposed columns, as they are a focal point to the front façade. The Commission questioned if the rotted portions of the columns could be cut out and replaced with new wood. The Commission reviewed the balusters, decking and finish and felt the proposed finish and styles were acceptable The Commission after further discussion asked Mr. Lockhart to return to the Commission after some further investigation has been completed to either better design the columns or preserve a portion of the columns. The Commission continued the hearing.

Mr. William Lockhart and Ms. Shirley Ahern returned to the Commission for continued review of the front porch proposed for 30 Cottage Street on February 7, 2006. Mr. Lockhart stated he has received an estimate from Detail Millwork that included the construction of two solid Spanish cedar columns with running stock trim. The cost of the columns is $1700 and the total cost of adding the trim and installing the columns is $2100. The original proposals cost with the Bosco columns and trim was estimated to be about $700 ($400 for the columns and $300 for the labor).

After a lengthy discussion of varying options and cost, Mrs. Ahern agreed to install the two solid 6”x6” Spanish cedar milled columns with details. The railings, to reduce the cost of the project, would not be replaced to minimize the loss of the exceptional historic details of the columns.

The Commission, having established the proposed replacement of the entrance porch at 30 Cottage Street meets the requirements of the Historic District moved, seconded, and voted unanimously to:

“Approve a Certificate of Appropriateness for the reconstruction of the front porch at 30 Cottage Street with the Detail Mill working Spanish cedar columns as presented as well as the removal of the existing two railings at the owners discretion.”

The Commission approved the minutes of 12/13/05, 10/18/05, 2/08/05, and 7/12/05 as amended.

The Commission welcomed Carolyn Morris and David Smith to the Commission.

The Commission adjourned at 7:45 pm.
